Tempe council advances multiple planning and code measures, schedules follow‑up hearings

The Tempe City Council on June 11 approved a sequence of planning, code and administrative items on either the consent calendar or final readings while scheduling additional hearings on related matters.
On the consent and non‑controversial side, the council adopted a resolution levying the fiscal year 2026–27 assessment for the Downtown Tempe Enhanced Services Improvement District (item 8A1) and approved one‑year contract renewals for security services at multiple city locations. Several zoning and code ordinance amendments (including comprehensive updates to the zoning and development code and the Tempe construction code) moved forward after required hearings and were approved by the council where noted on the agenda.
First hearings were held on the city’s transit‑oriented development (TOD) parking update, which would reduce overlay parking requirements; Peter Mains spoke in favor and urged stronger transit commitment to support parking reductions. The council scheduled a second and final hearing on the TOD parking text amendment for June 25, 2026.
Council opened item 8B3, the First & Farmer LLC development and associated transfer and development agreement related to the Gonzalez Martinez House. Darlene Justice urged support for the project to secure restoration and long‑term stewardship of the historic Gonzalez Martinez House; this item’s second hearing is scheduled for June 11 (per agenda notice) and staff will provide required materials in follow up.
Where items required votes, the council followed staff recommendations or the DRC’s advice as recorded in staff packets on the agenda and in public presentations. Several items on the agenda were scheduled for subsequent hearings (June 25 for many code items), consistent with notice and publication requirements.
Next steps: staff will finalize publication notices for continued hearings and provide the materials requested by council members for items that were continued or set for subsequent readings.
