Conroe ISD outlines phased security upgrades under 2023 bond

Conroe Independent School District staff told the School Safety & Security Committee that projects funded by the 2023 bond will deliver a district‑wide set of security upgrades over several school years.
Ezy Foster, the district’s executive director for planning and construction, said the bond money pays for secure classroom corridors at elementary and intermediate campuses, full exterior card‑reader access at every building and exterior cameras focused on entry driveways. Foster said the work is phased: a set of campuses were completed for the 2025‑26 school year, additional new and renovated campuses are scheduled for 2026‑27 and 2027‑28, and other renovation projects remain on the drawing board for later years. "When you get to the end of this list, we will have touched every student campus in the district with regards to safety and security improvements as a result of the work called for in the 2023 bond referendum," Foster said.
Trustees asked whether schools built under the 2019 standard will receive the newer upgrades. Committee members and staff confirmed the district plans iterative improvements; Foster and other presenters listed several campuses slated for additional work, including Hines, Bartlett, Clark, Bradley, Hope, Gordon, Reed, Stockton, Morehead and Grand Oaks High School, and said some recently built campuses will be retrofitted to the 2023 standards where needed.
The committee approved the minutes from its April 23, 2026 meeting by a visible hand vote; the record does not specify the tally. The chair later moved agenda item 3 (silent panic alert technology) to closed session for discussion and said any action would be taken in open session following the closed session.
The district emphasized that the bond program’s security work is intended to reduce exterior door keys in circulation, improve controlled access, and provide camera footage to support first responders in an incident. Staff also noted that some campus safety improvements coordinate with other capital work when campuses are already scheduled for renovation.
The committee did not take additional formal actions on bond projects at the meeting; staff answered trustees’ questions about sequencing and confirmed further updates will come as projects move into construction and completion.
