Board approves energy project RFQ, roof planning and local easement; approves several routine fiscal motions

The MSD Southwest Allen County Schools board approved several facilities and procurement actions, advancing planning for energy and roofing projects and approving a handful of fiscal motions.
Mrs. Libby presented a recommendation to advertise a request for qualifications/proposals for a 2027–29 guaranteed energy savings project. She said the district’s preliminary planning budget is approximately $10.2 million (included in the 2025 bond series, phase two) and would cover priority HVAC and mechanical-system replacements and upgrades. The proposed procurement timeline calls for advertising on June 12, a pre-proposal meeting on June 16, bids due Aug. 11 and a recommendation to the board on Sept. 1; the board approved advertising the RFQP.
Separately, staff recommended engaging Martin Riley Architects for the 2027 summer roof projects as part of the 2025 bond planning. The probable construction cost for the outlined roof work was estimated between $1.5 million and just under $1.8 million; the district currently has $4 million budgeted in the 2025 bond series for that roof work. The proposed lump-sum fee for architectural services for the scope presented was quoted as just under $108,000. Staff said the roofing item will return for formal approval on the June 16 meeting.
Mrs. Libby also presented a supplemental easement and right-of-way with American Electric Power related to a transmission-line rebuild near Deer Ridge. The exhibit in the board packet shows slightly more than an acre within an existing easement area; the easement acknowledges existing light poles and an electrical sign and lists a payment schedule identifying $2,500 to the district. The board approved the easement recommendation by voice vote.
Board members also voted to re-establish a $50,000 federal micro-purchase threshold for applicable federal funds (annual re-establishment required). Other routine items, including the consent agenda, were approved earlier in the meeting.
No construction contracts were awarded at the meeting; staff said final scopes, bids and awards will follow the RFQ/RFP and future board recommendations.
