Council approves one-year IT services contract amid plan to hire in-house technician

Danville Town Council voted to approve a one-year IT services contract that staff said will carry the town through year-end while the administration pursues an in-house IT hire and a later competitive procurement.
Mr. Glacy outlined three options after the town’s incumbent vendor, OneChoice, was acquired by Endeavor: a one-year services contract with phones rolled in; a one-year services contract plus a three-year phone agreement to replace handsets that are at end of life; or a three-year services and phone agreement. He said the town expects a roughly 10–11% increase in service costs next year under comparable terms and that the shorter contract would give the town flexibility to hire an IT technician in 2027 and issue an RFP the following year.
Council members expressed support for a shorter term to allow a new in-house hire to evaluate existing systems before committing to a long contract. Mr. Irby moved to approve the one-year contract; the motion was seconded and carried 4-0.
Staff noted ongoing expenses that an in-house hire would not eliminate (for example, Microsoft 365 licenses and other third-party services) and said the new technician could focus on local priorities such as fiber planning and cybersecurity oversight. Any early hiring would require budget approval through the clerk-treasurer’s office.
The contract approval is intended to maintain continuity of services during the vendor transition and to allow the town time to refine staffing and procurement plans ahead of a full RFP process in 2027.
