Commission recommends approval of Rolloffsson minor subdivision; staff says CEQA common‑sense exemption applies

The Trinity County Planning Commission on May 28 voted to recommend approval of the Rolloffsson minor subdivision (P-25-11), after staff said conditions raised at subdivision review had been resolved and recommended the project be found categorically exempt from CEQA under the common‑sense exemption.

Staff told commissioners the project is at the tentative map phase, includes existing residences with separate utility connections and sanitation, and that the previously required encroachment permit has been obtained. Staff recommended approval and that the project be considered for categorical exemption pursuant to CEQA §15061(b)(3).

The property owner told the commission he purchased the parcel five or six years ago, that a previous owner had added a second dwelling, and that the subdivision is intended so the units can be sold separately; he said the process has taken about two and a half years. Public commenters urged the commission to expedite similar small subdivisions and noted permit-streamlining opportunities.

Commissioner Fan reported the subdivision review committee's only outstanding concern was a driveway encroachment; staff confirmed the issue was being handled with DOT. The commission made a motion to recommend approval and find a CEQA exemption and conducted a roll-call vote: Commissioners Harper, Barry, Fleet and Mintosh voted yes; Commissioner Fall was absent. The motion passed.

Next steps: the commission's recommendation will be forwarded through normal processing; the tentative map will proceed to the ministerial partial map phase once conditions are met and final maps are recorded.
