Council approves advertisement of solid-waste and recycling RFP 02-26; bids due June 29

MURRYSVILLE — The council authorized advertisement of Request for Proposals 02-26 on June 3 to solicit bids for solid-waste, recycling and related collection services for Murrysville and the neighboring municipality of Export.
Chief Administrator Mike told council Murrysville is in the fifth year of its existing five-year contract, which ends at the end of September. He said the RFP requests proposals for a five-year term with two optional two-year renewals; depending on renewals, agreements could range from five to nine years. Bids will be opened on Monday, June 29.
The RFP includes two service models: an unlimited curbside collection option (no carts) and a cart-based option for Murrysville; Export will remain on the unlimited curbside model because of its street geometry and collection constraints. Mike noted industry trends toward cart service, which can lower costs and reduce worker injuries, but said the council and community will weigh cost and operational factors before deciding whether to convert.
Council approved the motion to advertise the RFP; one member voiced opposition during the vote. Staff said evaluation of proposals and a possible contract award could occur in July if the schedule proceeds as planned.
