Commission clears Riverfront Park parking and ADA access work as non-detrimental

Samuel Payton of BL Companies presented a redevelopment of the existing parking area off Hall of Fame Avenue to add green space and upgrade ADA access to Riverfront Park. Payton said the scope includes a reconfigured parking area, added green space, and an ADA-compliant concrete ramp and sidewalk that will transition from Hall of Fame Avenue down under the Amtrak bridge to the park.
"Our scope of work for the project is a redevelopment of the existing parking area ... to add additional green space and upgrade ADA accommodations for access into the park," Payton said. He added that the ramp will be constructed to meet ADA requirements and that the team coordinated the alignment to tie into existing stair and roadway access.
An Amtrak representative (identified in the record as Shay) was present with the design team. Commissioners asked procedural questions and confirmed there were no outstanding historic-resources constraints raised during the presentation.
The commission moved that the work would not be detrimental to the historic character of the area; the motion was seconded and carried on a recorded vote with all voting members present recorded in favor.
The commission asked the design team to provide the final ramp details and construction plans to staff; no additional conditions beyond returning if drawings change were imposed.
