Planning staff presented a secondary review (development plan amendment) for PUD26-3, a proposed 12-bed addition to the Bloomington Regional Rehabilitation Hospital at 3050 North Lentil Drive. The site is about 6.69 acres in the North Park Planned District, and staff said the project would not change the building’s use or require additional parking.
Staff said the stormwater program concluded no additional detention is required for the addition but requested that four trees shown in the plan be relocated to reduce pressure on nearby stormwater infrastructure. City utilities and the South Central Regional Sewer District confirmed the existing infrastructure has capacity for the expansion. Staff recommended approval of the amendment subject to relocating those four trees and addressing any remaining staff comments that arise during final review.
Commissioners asked for more specificity around the staff condition phrased as "address any additional staff comments," noting that the phrasing is nebulous for a formal recommendation. Several commissioners expressed concern about the county’s strict plant-species requirements and the difficulty applicants may face sourcing specific species; staff said relocation and replacement plans would be reviewed in detail during final review and site plan phases.
No formal motion was taken at the administrative meeting; staff will bring the item to a subsequent hearing for final action with the conditions discussed.
