The officers recognized were Sergeant Chad Hessman; Mitch Markovitz; Corporal Tim Factor; and Alex Gagan. Chief Ingram described Hessman as an experienced field leader with undercover experience and said Hessman would be pinned by family present at the ceremony. During the remarks the chief briefly misstated Hessman’s years of service — first saying “about 18” and immediately following with “Just over — just over 10 years” — a discrepancy that is reflected in the transcript.
Chief Ingram introduced Markovitz as a former jailer with the Ada County Sheriff’s Office and called him a “shining star” in the organization. He praised Factor’s work in field training and training programs and described Gagan as having an “infectious” smile and strong community presence. Each promotee invited family members forward for the pinning and received applause from the audience.
The chief also introduced two new professional staff members who will work in records and evidence: Anita, who previously worked in evidence and records in northern California and at the Meridian Police Department, and Summer, a Caldwell native and Valley View High School graduate whose first day on the job was that evening. Chief Ingram thanked records and professional standards staff by name — including Captain Tucker, Lieutenant Crystal Gamboa, Larissa Esparza and Alyssa — crediting them with managing testing, promotions and onboarding.
The mayor closed the short workshop with thanks to the families and council members and said the regular city council meeting would start at 6:00 p.m.; the ceremony adjourned for the time being.
The event was ceremonial; no motions or votes were taken during the pinning and hire introductions.
