The administration recommended deleting the duplicate rate schedules in Chapter 7 (7‑Eleven subsections) and referencing a single source, Appendix D-7, for resident and commercial sticker fees, bag fees and special-item charges. Committee members agreed and approved the recommendation. "Our recommendation is to move everything to appendix D," a staff member said during the discussion.
On fines, members noted an inconsistency: ordinance text prescribed a minimum fine of $100 for transfer-station violations while Appendix D listed $50 for some offenses. The administration proposed changing Appendix D to reflect the $100 minimum; the committee approved the change to raise the appendix fine to $100.
Why it matters: consolidating fees into Appendix D is intended to reduce redundant ordinance changes when staff adjusts rates. Members also discussed practical differences between per-volume and per-weight billing and clarified that some charges (for electronics, trailers, commercial haulers) are handled via scale or permit rules and will be reflected in the appendix language.
Next steps: staff will move the fee language into Appendix D and harmonize references in Chapter 7; the committee also flagged that appendix cross-references should be double-checked in the final consolidated ordinance.
