Committee forwards Glen Street rezoning to full council after no public comment

A committee member moved that the Residential Neighborhood Committee send Bill 19‑26 to the committee of the whole with a favorable recommendation; the committee agreed to forward the item to the Common Council.

Angela Smith, the petitioner, told the committee that when the parks and arts organization contacted her survey team about a subdivision she discovered a zoning mismatch on the Glen Street parcels and recommended rezoning to resolve ownership and development irregularities. "When Venue Parks and Arts approached our survey team about doing a subdivision for the property, I brought it to their attention that they had this mismatch in the zoning and that the best way to rectify that would be to do the rezoning," she said.

Staff answered committee questions about the adjacent properties, reporting the parcels to the north are vacant and undeveloped and that planned subdivision roads have never been built. Committee members asked whether the surrounding lots had structures or access; staff answered they are undeveloped and lack access. Another member asked whether the proposed OS (open space) zoning would tie into the Rum Village Park plan; staff said zoning staff was not working on the park plan but that the parcels are currently used for bike trails and may be affected by an expansion of the bike path.

The chair opened a public hearing and asked for speakers both in the room and online; no one spoke in favor or opposition. With no public testimony, a committee member made the motion to forward Bill 19‑26 with a favorable recommendation. The committee recorded that the bill will be referred to the full council with that recommendation.

Next steps: Bill 19‑26 will be taken up by the full Common Council per the committee's favorable recommendation.
