The property has historically housed commercial uses but is currently zoned R‑1 for detached single‑family residential; staff said notices were sent to property owners within 200 feet and no written responses were received.
Applicant Ross Bauer identified himself and explained that utilities in the alley and the parcel’s configuration constrain options for adding off‑street parking. Staff noted that on‑street parking is permitted on the north side of Franklin Avenue except between 2:00 a.m. and 5:00 a.m., which would require tenants to make alternative arrangements during restricted hours.
Board members asked whether the alley could be vacated and how tenants would park; after discussion a member moved to approve the requested parking variance but the motion failed during roll call. Recorded votes show at least Wayland, Bash and Edwards voting “No,” and the chair announced the motion failed.
Because the motion did not pass, the request to permit a residential dwelling with zero off‑street parking spaces was denied and staff will retain the existing parking requirement for the property unless a future application changes the facts on the ground.
