POST approves new RTO qualifications and modular FTO requirement; declines 1:25 ratio pending more study

After discussion and advice from the advisory committee (which supported the qualifications and modular RTO requirement but raised concerns about the 1:25 ratio's cost and logistics), the commission voted to adopt the modular‑format RTO requirement and the raised qualification standards. The proposed 1:25 ratio was removed from the regulatory package for further study; staff will return with refined options considering academy capacity, tuition/tuition impacts and operational feasibility.
The action means modular course presenters must designate dedicated RTOs who meet the new qualification requirements and planners will integrate the change in future course certifications; further work on the ratio will proceed before any binding numeric limit is adopted.
