District moves low M/E/P bids for three schools to full board after grant offsets part of cost

Staff reported lowest responsible bidders for mechanical (~$3.2M), electrical (~$300k) and plumbing (~$473k) work across three schools; a grant of roughly $1.3M will offset part of the project and the committee moved the winning bids to the full board for approval on Nov. 17.
District staff presented bid tabulations for mechanical, electrical and plumbing upgrades at West Vincent, North Coventry and the middle school and asked the committee to refer the low, responsible bidders to the full board for approval.
At the working session, staff reported the lowest base mechanical bid was approximately $3.2 million from JBM Mechanical, the lowest electrical bid was just under $300,000 from BSI Electrical Contractors, and the lowest plumbing bid was roughly $473,000 (also JBM). Staff said the project had a grant of about $1.3 million and estimated the district’s net cost would be a little under $3 million.
Committee members asked whether the district is required to take the lowest responsive and responsible bidder; staff explained that public‑bid law normally obligates the district to accept the lowest responsible bid unless the bid fails specifications or there is a legal disqualification. Committee members also requested the pre‑bid specifications; staff said the detailed pre‑bid specs were not included in board documents but could be provided.
The committee voted to move the recommendation of the winning bidders to the full school board for approval at the Nov. 17, 2025 meeting.
If the full board ratifies the awards, staff said work will proceed according to the project schedule and grant funding will be applied as outlined.
