The Plan Commission on June 2 recommended approval of a revised second amendment to the planned unit development (PUD) overlay for the West Point Center at 460 Marina Lane (parcels VA‑132‑16, VA‑132‑13 and VA‑132‑15), with the recommendation conditioned on final Village Board approval of the PUD amendment.
Aaron Schuette, community development director, said the applicant’s resubmitted plan removes the Residential Care Apartment Complex (RCAC) component so that the new apartments will be ambulatory market‑rate senior units. Schuette confirmed the CBRF memory care facility remains under construction and identified the L‑shaped area previously planned for assisted living as open green space for the foreseeable future; any future development of that area would require an amended PUD and return through the approval process.
Staff and committee conditions include curbing for parking and landscape islands, screening of rooftop and ground‑mounted mechanical units visible from rights‑of‑way, engineered wood or cement board siding with lap siding limited to 25% of any elevation, a revised grading plan along the north property line to incorporate a swale routing runoff to the existing storm pond, stormwater maintenance and utility plan updates, and a Storz‑type fire department connection at the front address side of the building. The Site Plan Review Committee recommended approval of the site plan component conditional on the Village Board ultimately approving the PUD amendment. Commissioners moved, seconded and recommended approval with staff conditions by voice vote.
Schuette also noted compliance steps related to an environmental closed case (DNR voluntary party liability exemption, closed case number 06‑05‑343470) during utility taps, construction and restoration. The motion passed by voice vote; no individual roll‑call tallies were recorded in the transcript.
