Staff explained the easement responds to a new single-family home proposed on the lot where the overhead line currently lies inside the proposed building envelope. Staff reviewed alternatives—relocating poles through nearby rights-of-way or removing street-light service—but concluded those options increased cost or left the corridor without lighting. The property owner had previously granted permission to trim or adjust trees as part of a related variance, staff said.
A council member moved to approve the utility easement as legally described in the staff exhibit and the motion carried by voice vote. Staff noted the area surveyed and the easement instrument are in the staff report.
Council did not approve pole relocation or removal of the street light; staff said maintenance access and public safety favored acceptance of the easement.
