Miss Sharp explained that the ordinance would preserve safety provisions for gatherings that exceed the residential exemption: large group displays would still require a $25 permit, fire marshal involvement, insurance and safety inspections. Council members said enforcement of individual residential use is difficult but retained authority to curtail fireworks under hazardous conditions, as the council did during the very dry post‑tornado period.
Council adopted the ordinance by roll call vote.
What happens next: the ordinance change takes effect per city code timing and staff will maintain the special‑events permit process for commercial or large public displays.
