Commissioners received an update on the city’s American Rescue Plan Act (ARPA) and Community Infrastructure and Economic Development (CIED) funds and on locally controlled seed funds.
The commission was told that ARPA balances for city projects are largely expended, with a remaining portion to be used for items such as the Commons shade structures. Members emphasized the need to obligate federal funds promptly and follow federal‑timeline requirements so dollars are not forfeited. One commissioner noted that some jurisdictions have lost access to funds when projects were not identified and spent within federally imposed windows.
Separately, the commission was told the city’s seed funds are a local resource and remain in the city’s bank account; those dollars are not federal and therefore are not at risk of federal recovery. Commissioners asked staff to continue monitoring timeframes on other federal funds and to move quickly to obligate eligible projects.
