Risk management and administrative staff told the Budget & Finance Committee on June 1 that the city insures roughly 318 municipal vehicles (excluding school and enterprise-fund fleets) and is seeing rising property and auto insurance costs. Committee members pressed for additional detail on claims and take-home vehicle policies and discussed reintroducing GPS tracking to reduce misuse and operating costs.
The IT director noted that the previous GPS tracking contract has lapsed and that a modern tracking device costs roughly $17 per vehicle per month. Councilors and department heads discussed policy options, including limiting take-home vehicles to on-call personnel, consolidating vehicles at city facilities overnight, and modifying the employee handbook. The CAFO said she would return with a list of take-home vehicles, claims data, and a proposal for next steps.
Councilors also asked administration to prioritize updating the vehicle policy in coordination with affected unions and to provide a clear implementation plan that includes whether GPS tracking would be rolled out for nonunion positions first.
