County counsel described the amendment as a compromise that allows the county to compel the property owner to ensure compliance by the town of Rico or by Rico Trails Alliance (RTA). The change adds a mechanism for enforcement through the landowner where the county previously lacked direct enforcement authority over the easement.
Nicole, a representative for the project, confirmed that the town of Rico had obligations under an existing recreation easement and that RTA had been facilitating the work; Jim Astramm, introduced in the meeting as president of Rico Trails Alliance, was present and available to coordinate. The board approved the amendment unanimously and outlined an execution sequence: the landowner and project representatives will sign first, then the county will execute, record the document with the clerk and recorder, and publish the notice in the newspaper as required to finalize vesting of rights.
