During the discussion staff and commissioners also reviewed a COVID-era public health retention grant (described in the meeting as an OPP/FIG public health infrastructure grant) that has been used to retain public‑health‑adjacent employees and is slated to expire in 2027. Commissioners discussed continuing use of those funds for retention payments, how those payments have been allocated by percentage of duties that intersect with public health, and the need to document to employees that pay tied to the grant is not guaranteed once the grant sunsets.
Commissioners instructed staff to track the grant's sunset in upcoming budgets and to continue the practice of having staff sign an acknowledgement if raises are funded by grants, to make clear the temporary nature of that compensation.
