Resident asks Belvidere City Council to revisit new four-way stop at 6th Street and Fifth Avenue

At the June 1 meeting of the Belvidere City Council, resident Lloyd Phillips urged the council to re-evaluate a new four-way stop installed at the intersection of 6th Street and Fifth Avenue, saying neighbors weren't notified and the change has caused noise, traffic confusion and driveway-access issues at his home.
"Nobody alerted us to the fact that this was going to take place," Phillips told the council. "It could have made us aware of what was going on. I would have been here for that." He said the stop-and-go traffic has turned the block into what he described as a "racetrack" with drivers revving and accelerating, and that backing out of his driveway, which empties directly into the intersection, has become difficult during busy times.
Phillips said he had spoken briefly with several neighbors who share his concerns about noise and potential impacts on property values. He asked the city's traffic or public-works staff to examine the site and consider whether the stop should be removed or otherwise modified.
Mayor acknowledged Phillips's comments and thanked him for coming to the meeting; no formal action or vote on the intersection was recorded during the session. The comments were made during the public-comment portion of the meeting and were not responded to with a council motion at that time.
