Board awards courthouse window contract after bidder specification dispute

Chickasaw County supervisors voted June 1 to award a contract for replacement of courthouse windows to STY Construction of Waverly, approving resolution 61-26-34.
The board reviewed five bids. Custodian Dave Borman told supervisors he believed an all-aluminum window would perform better; he said the aluminum option could add more than $100,000 to the project. County engineer Roman Lson said the bid specifications as written allowed either wood or aluminum and that the county must either accept the lowest responsive, responsible bidder or reject all bids and rebid with changed specifications. "He came up basically saying that he feels that the all-aluminum would be a much better window," the custodian said during discussion.
The board moved (Scott) and seconded (Steve) a resolution to award the contract to STY Construction. The motion passed on roll call. Supervisors asked staff to prepare for the project budget and noted that if the county wanted a different material it would need to reject the bids and relet the project, which could delay work.
The action follows the engineer's update that several building projects are in progress and that the county may transfer funds into capital accounts to pay for awarded work. The board did not adopt an additional transfer for capital projects at this meeting; discussion on such a transfer was tabled for a future meeting.
The board recorded the contract award as approved under resolution 61-26-34. Next steps indicated by staff include processing contract documents and preparing funds for the first invoices.
