Friendswood council adopts Active Transportation Plan, prioritizes sidewalks, bridges and intersection safety

Friendswood City Council voted to adopt the Friendswood Active Transportation Plan, developed with the Houston-Galveston Area Council and Goodman Corporation consultants to strengthen pedestrian and bicycle connectivity across the city.
Christy Miller, principal planner for the project, described a needs-based process informed by community engagement that resulted in a primary network and a prioritized list of 14 gap projects. She highlighted five priority infrastructure projects — including two segments on FM 518 with pedestrian bridges and intersection improvements, sidewalk infill on Castlewood near the high school, Greenbryer corridor sidewalks, and intersection upgrades at Bay Area Boulevard and FM 528 — chosen for safety, connectivity and grant competitiveness.
The plan lists grant programs that could support implementation, especially projects tied to safety and school access, and consultants provided detailed technical appendices and GIS files for staff use. Council moved and seconded the resolution adopting the plan and approved it by voice vote.
Staff and consultants said several of the priority projects are strong candidates for federal and state grants where a safety or school nexus exists; they encouraged staff to package candidate projects with the technical backup to seek external funding.
