Commissioners OK $7,800 for conceptual animal-shelter design to support grants and fundraising

Lincoln County approved $7,800 to hire Animal Arts for conceptual schematics for a new animal shelter, a step county staff says is needed to pursue grants and community fundraising and to move toward construction within about 12–18 months.
County staff asked the board on Nov. 19 to fund conceptual schematics from Animal Arts for a proposed new animal shelter. Robin, who presented the request, said the county’s shelter is in disrepair and that a visual representation is needed to raise funds and compete for grants: “I feel like we really need a visual representation... we can start clearing the place for it. We can start construction,” she said.
Robin told commissioners the conceptual package would include exterior views and interior layouts (not full architectural plans) and estimated a preliminary delivery in about one to two months. Commissioners discussed whether to pay from PILT and agreed the work could be billed incrementally as milestones are reached.
The board moved to approve $7,800 for the conceptual design work; the motion carried. Staff were directed to ensure invoices are coded to PILT and to return with updates as conceptual work and grant opportunities progress.
