Josh said the Conservancy used C2P2 funding for half of the purchase and that additional match funds (reported to include Susquehanna Valley River Basin dollars) are being held; until financing and approvals are complete there is no deed transfer. He said WPC has performed environmental work and that some cleanup steps remained to clear legal and funding conditions before conveyance.
Commissioners discussed potential passive‑recreation uses if the property transfers to local oversight, including hiking trails, disc golf and lookout access, and agreed that forming a land‑stewardship committee would be appropriate once the deed is conveyed. Josh emphasized that any county involvement would likely be in partnership with recreation staff and other organizations and that taxpayers would not be asked to fund initial site development under the current plan.
No formal county action was taken at the meeting; commissioners requested continued updates on funding and the closing timeline.
