Anson County's manager and the Anson Economic Development Corporation (AEDC) asked the board to allow a temporary connection of a 10‑inch force main into an existing 8‑inch county gravity main at Haley's Ferry Road to quickly serve a 45,000‑square‑foot shell building at the Atlantic Gateway site.
AEDC representatives told the board they have invested in a shell building and have insurance/guarantees in place and that allowing a temporary tie would enable a prospective tenant to proceed immediately instead of waiting for a longer re‑engineering and easement process. The manager said AEDC is offering financial guarantees and intends to re‑engineer and bore under the railroad later to complete a long‑term solution.
Consulting engineers from Hazen & Sawyer previously advised the board that the existing configuration "will not support full 80‑acre buildout" at full capacity without further engineering and additional easements. Commissioners asked for a technical briefing; staff said Hazen & Sawyer will perform a flow analysis and bring results to the board. Several commissioners said they support doing everything possible to attract industry but want the engineers’ operational analysis and mitigation options on the record before voting.
The board did not approve any infrastructure changes at the meeting and requested an engineering briefing and the flow‑test results before taking action. The manager and AEDC emphasized that the requested temporary tie would be for immediate use of a single building while AEDC pursues permanent easements and re‑engineering to serve the broader site.
