Commissioners approve Paddics of Fort Sanders final plat with covenant condition after fire‑access concerns

Albany County commissioners approved the Paddics of Fort Sanders second filing (third edition) final plat and associated subdivision permit with a condition that the subdivider amend and record covenants to include the new lots and road‑maintenance obligations.

County planning staff described a 25‑lot final plat that extends utilities and roads, installs fire hydrants and relies on a future Garrison Lane connection for secondary access. The City of Laramie fire marshal had commented that the subdivision does not meet the 2024 International Fire Code requirements for secondary access. Staff noted the county has not adopted the city's fire code and that the subdivision follows the preliminary plat approvals already granted; nevertheless, commissioners pressed for clarity on secondary ingress and gating and for assurance that covenants and road‑maintenance agreements will cover the new lots.

David, the planning presenter, said financial assurances and required studies were submitted and that the Planning & Zoning Commission had unanimously recommended approval with the condition that the covenants be amended and recorded.

"One of the requirements for subdivisions is to have covenants and road maintenance taken care of," a county staffer said. "Where the covenants don't include these lots right now, that doesn't cover the requirement; we want the amendment to be recorded with the final plat."

The board voted to approve the final plat adopting staff analysis and the commission's findings, and included the condition to amend and file covenants; staff said failure to record the covenants later could prompt revocation of the permit.
