Cameron County commissioners reject Recreation Center renovation bids, opt to rescope and rebid

Cameron County commissioners voted to reject all bids for a planned renovation of the Cameron County Recreation Center after staff reported the proposals exceeded the grant award and required a revised scope.

The board opened three bids during the meeting, including an apparent high bid read aloud by staff and a $425,000 bid from Moyer Building and Remodeling. Project staff told commissioners the original PBDA application requested $430,000 but the submitted bids were substantially higher, leaving no room within the grant to complete the full scope.

The county’s project manager summarized the options: review and recommend negotiation, rescope the project to fit the grant, or reject and rebid. “We originally applied for $430,000. We did not get that much. All the bids are substantially over the budget,” the project manager said, noting some exterior treatments and specified materials could be changed to reduce costs.

A commissioner moved to reject the bids and resubmit the project for rebid at the project manager’s recommendation; another commissioner seconded. The motion carried and the board directed staff to return with a revised scope and timeline for rebidding. Commissioners noted the county is already behind the PBDA schedule and emphasized a quick turnaround to preserve grant eligibility.

The action stops the current procurement and gives county staff authority to rework specifications, pursue supplemental funding if appropriate, and issue a rebid. The board did not approve a contract award for the Recreation Center at the meeting.

Next steps identified during discussion included staff-led rescoping, a review by the county’s project manager/engineer, and a possible rejection and formal rebid to meet PBDA requirements.
