Elkhart County commissioners approve contract changes, risk management engagement and $285,512 digital key system

Nat Jordan of the county attorney's office presented the termination agreement with DLZ Indiana LLC for the Goshen Courthouse window replacement task order, saying the county could perform the remaining work in-house. "Nothing further will be owed by Elkhart County under the task order," Jordan said; by mutual agreement the task order will be terminated. The board voted unanimously to approve the termination.
Jordan also presented an independent contractor agreement with Arthur J. Gallagher Risk Management Services, LLC, which incorporates standard contractual language referenced as ordinance CO 2025 43. The board approved the agreement and an associated task order; Jordan stated the annual fee for Gallagher's services will be $84,412.
The board approved a special purchase resolution enabling the sheriff's office to contract with ECOS Systems Inc. for a digital key control and smart locker system under Indiana Code 5-22-10-10 after no responsive bids were received. Jordan summarized the scope as installation and service, including hardware and software, and gave a total cost of $285,512. The board approved the special purchase, the independent contractor agreement, and the task order unanimously.
The board also approved highway-related task orders presented by Kyle Wagner of the Highway Department. A task order with Rita Ann Gabriel and Associates was approved for Bridge 232 (on State Road 11 north of State Road 36), with construction expected to start in 2027; another Rita Ann Gabriel task order covers County Road 6 reconstruction from Ash Road to John Weaver Parkway, a locally funded project with construction anticipated in 2029–2030. A separate task order with Boomerang Ventures LLC for utility relocation on County Road 6 was approved; Wagner said that relocation work will not start this year.
All items were moved, seconded and carried unanimously during the meeting. The board did not record individual vote tallies in the transcript; the minutes reflect unanimous approval for the listed actions.
