Carlisle council approves consent items, outside-agency funding, ADA picnic tables, parking ordinance and security reduction

Carlisle Borough Council approved a series of routine and project-specific items at its June 3 meeting, including funding disbursements to outside agencies, an accessibility purchase for a borough park, a parking ordinance amendment and a reduction in developer financial security.
The council first handled the consent agenda, which was approved minus item A after a member asked that the minutes be removed for separate consideration. Councilman Ellis moved the motion, which was seconded and carried by voice vote.
Councilman Shiles asked to amend the May 6 workshop minutes to reflect a 6–0 vote with one abstention; council approved the amendment and then voted to approve the May 6 public hearing minutes, May 6 workshop minutes, and May 14 council meeting minutes.
Under budget and finance, the council approved disbursement of 2026 outside-agency funds as listed on the agenda. Programs and groups named included Bluegrass on the Grass Festival; Carlisle Area Tot Lot Club; Community Cares; Carlisle Community Coalition; Carlisle Joint Veterans Council; Carlisle Summer Fair; Central PA Annual HBCU College and Workforce Fair; The Learning Tree of PA and community garden projects; Project SHARE of Carlisle; and YWCA.
Parks and Recreation brought a motion to purchase 16 ADA-compliant picnic tables and surface-mount packages for the LeTort Park Pavilion from Boyce Recreation under the Commonwealth of Pennsylvania cooperative purchasing program (COSTARS contract number 014-E23-344) at a total of $25,717.04, subject to solicitor review and funding approvals. The motion was seconded and approved by voice vote.
In public-safety business, council adopted an ordinance amending the borough code (chapter 244, vehicles and traffic) to add one on-street handicap parking space at 159 North East Street and remove one at 131 East Louther Street. The ordinance passed after a roll-call vote in which the secretary read affirmative votes for the listed members and the mayor declared the motion carried.
On sustainable community and economic planning business, council authorized a reduction in financial security posted by Carlisle Industries Inc. for the former IAC site (lot one) in the amount of $605,822.25. That motion was seconded and approved.
Several agenda items were voice-voted without recorded tallies beyond the roll-call ordinance vote. No controversial debate or amendments to these motions were recorded in the transcript; council then heard member reports and adjourned.
