Commissioner Whitaker sought and received commission support to place a review of the affordable‑housing ordinance (chapter 30.41, specifically section 30.41.060 listing inclusionary housing standards and incentives) on the June 18 agenda. The commission approved adding that discussion and named Commissioner Whitaker to lead it.
A commissioner presented an initial dark‑skies briefing and recommended the commission prepare a report and recommendation. The briefing compared existing Encinitas lighting rules (Chapter 30.42) with International Dark‑Sky Association (IDA) criteria and other California ordinances (Julian, Borrego Springs, Truckee were cited). The presentation noted Encinitas’s current color‑temperature limit (2700K) aligns with IDA guidance in some respects, but additional municipal work — including potential capital costs to retrofit city lighting and decisions about municipal exemptions — would be required to pursue IDA certification or stricter citywide standards.
Commissioners discussed interim tools such as project‑level conditions of approval (e.g., requiring down‑facing fixtures or limiting lumens at property lines), the feasibility of retrofitting municipal fixtures over time, and the need to compare policies with cities more similar to Encinitas rather than only rural jurisdictions. Planner Openshot said staff will refine the draft work plan, add timelines and fiscal impact notes, and return the document to commissioners for final review before presentation to City Council.
Next steps recorded in the meeting: staff will prepare the June 18 agenda item on inclusionary housing section 30.41.060; a dark‑skies subcommittee report is already underway and will be fleshed out into a short report and recommendation; and commissioners agreed to use subcommittees for deeper research on selected topics where appropriate.
