Resident urges fair distribution of outside gifts for Lancaster city employees

During public comment a resident told the council that outside gifts or bonuses described in the council packet were creating morale issues among city employees because they were not being distributed broadly.
"It does create a morality issue... other employees inside our city they... they're like, well you know that every time we get... you know it doesn't taste very well," the resident said, urging that any outside gift be spread among all city employees regardless of part-time or essential status.
The resident suggested fairness could mean one distribution for every department and asked the council to consider equity when accepting outside gifts. Councilors acknowledged the comment and staff noted the legal limits around accepting outside gifts would guide any final decisions.
