Governance committee reviews broad bylaws and policy revisions, recommends first readings

Kim Dutch, general counsel for St. Louis Public Schools, presented the governance committee with a package of recommended bylaw and policy-series changes intended to align the district’s policy manual with the Missouri School Boards' Association (MSBA) templates and the board’s recently approved policy-setting framework.
Dutch told the committee the package includes proposals to enact policies BBA, BBC and BBD and to delete overlapping policies B9100, P0100 and P0400; she said nothing in the old policies would be omitted in the new framework. "These three policies overlap with the existing policies B 9100 ... and two duplicate policies that we have enacted, which are philosophy goals and objectives P0100 and P0400," Dutch said.
She also described policy BBB, which addresses elected board members and incorporates a candidate-declaration form (BBBAF2) required by law; the presentation recommended deleting a current qualification policy (B9112) because the new policy and form cover those requirements. Dutch explained policy BI, the board legislative program, closely tracks current policy P8370 and that the remaining question is which office the board will designate to carry delegated responsibilities (options discussed included the board secretary, executive assistant, communications office or general counsel).
Dutch said the numbering and lettering were retained to align with MSBA and the district’s policy-host platform; she asked the committee for feedback and recommended the committee vote to place the proposed policies on the full-board agenda for a first reading.
A committee member moved and a second was recorded to forward the recommended policies to the full board for first reading at the June 9 meeting; the committee approved the motion. The district indicated the revised policy drafts will be made public after the committee’s recommendation and that procedural forms (for candidate declarations and vacancy applications) will accompany the materials.
Next steps: the committee-recommended bylaw and policy changes will appear on the June 9 full-board agenda for first reading; any policy enactment requires subsequent board action.
