Greenville Council approves supplemental appropriations, sidewalk and paving contracts, CRA agreement and utility actions

At its meeting, the Greenville City Council approved multiple ordinances and resolutions covering supplemental appropriations, procurement contracts, public-works projects and utility agreements.
Council adopted a supplemental-appropriations ordinance that included $6,000 appropriated for police equipment from a prosecuting-attorney donation and smaller appropriations for insurance and lifeguard certification costs. The ordinance was read, rules were suspended and members voted to adopt.
On procurement and public works, council authorized accepting a bid from PCAT LLC for removal and disposal of lime sludge at the water treatment plant; approved EB Fuel Stop LLC as the city’s fuel-service vendor (a cooperative bid including local schools); and authorized disposal of a surplus 2011 Ford Crown Victoria through GovDeals.
For sidewalk and street projects, council authorized advertising for bids for phase 4 of the sidewalk project and approved related professional services contracts with Choice One Engineering and a grinding contract with Precision Safe Sidewalks. Council also authorized advertising for 2026 street maintenance paving and directed the safety service director to apply to participate in the Ohio Public Works Commission state capital-improvement programs.
Economic-development and utility items included a community reinvestment area (CRA) agreement granting tax-exemption terms for GPS Computer Services and More LLC at 1718 KitchenAid Way, and a related resolution setting tap-in fees for that property (water $3,800; sewer $3,375). Council also approved outside water‑and‑sewer service for Fleet and Farm Truck Wash (5465 Sebring Warner Road) under a utility-service agreement with the township and property owner; council discussed that the property could be subject to future annexation.
Most measures were routine and passed on unanimous roll calls. No extended debate occurred on these items; council members asked clarifying questions about sidewalk project locations, paving rotation and the structure of fuel bids (bulk price plus a small per-gallon adder).
What’s next: Several of the adopted resolutions authorize staff to advertise for bids or execute contracts; those procurements will proceed to the public‑bid or contract-execution stage per city procurement rules.
