County staff said contractors initially used scrapers, then a bulldozer and excavator to remove material, and that continuing the project without approving the change order could trigger mobilization or standby fees.
Staff said the change order and associated work have created a funding shortfall of roughly $400,000 beyond amounts available in the grant and ARPA allocations, and asked the commission how to fund the balance. Commissioners approved the change order to keep the project moving and directed staff to identify funding sources.
The county will need to finalize funding decisions and manage mobilization costs; staff said they will report back to the commission with options for covering the shortfall and any potential schedule effects.
