Commissioners review preliminary budgets; pavilion events and utilities draw attention

The pavilion presenter reviewed expected event scheduling — high school rodeo, craft fairs, winter events and rentals — and noted operating unknowns. Each event could generate community benefits and incremental revenue, but the presenter said heating and utilities for the new pavilion need dedicated line items and that some restroom facilities would likely remain closed during fair season pending repairs.

A $75,000 estimate for a double‑vault restroom replacement was presented and the presenter said an agritourism grant (a one‑to‑one match) could cut the cost in half if the county applies when the program opens in September. Commissioners asked staff to set utilities and capital costs in separate, trackable line items so the electrical costs tied to the new address can be paid from bonds rather than the general fund.

Commission discussion ranged across procurement rules for larger contracts, equitable allocation of scarce grant dollars across communities (Big Sky vs. Sheridan), and the importance of a transparent application process if the county creates a housing or economic development trust fund.
