Supervisors condition county library funds on Dow City ordinance

Crawford County auditors and supervisors discussed the status of the Dow City (referred to in some materials as Dallas City) library after staff reported the library was reorganizing and not currently holding regular public hours.
Terry (auditor/staff) reminded the board of the statutory minimum library levy and explained that county payments typically flow to libraries recognized by ordinance. Board members raised concerns about funding an entity that may not meet the statutory definition of an established library. After discussion, the board approved a motion instructing the auditor to pay county library funds to the Dow City Library only after the library provides a city ordinance or other documentation showing it is legally established.
The motion passed unanimously. County staff said funds remain budgeted; if Dow City reestablishes the library and provides the required documentation, it would be eligible for its share under the county library distribution formula.
