The Nags Head Board of Commissioners authorized two disaster‑response contracts on June 3: a pre‑position debris removal agreement with DRC Emergency Services and a renewal of debris‑monitoring services with Debris Tech LLC.
Public works staff said eight proposals were received in response to the debris removal request for proposals and that scoring included responsiveness, coastal experience, management plans and pricing. “DRC Emergency Services… ranked the highest out of the eight submissions,” the public works presentation said, and staff reported DRC submitted the lowest dollar value in the matrix — $5.3 million — for the schedules presented.
David (public works) told the board that scoring also considered mobilization timelines and local subcontractor networks the firm would use to meet an initial push response. Staff recommended the town manager be authorized to execute a pre‑position contract with DRC and to renew the debris‑monitoring contract with the incumbent, Debris Tech LLC.
Motions to authorize both agreements were moved, seconded and approved by voice votes during the meeting.
