Holyoke council adopts higher sewer rate citing aging system; rate set at $8.76

The Holyoke City Council voted to adopt a sewer rate of $8.76 on June 2, citing decades of deferred maintenance and new regulatory and stormwater requirements that have increased the system’s costs.
“We have been kicking the can down the road,” Councilor Sullivan said in committee-report remarks, describing an aging sewer system and repeated emergency repairs that have driven costs up. The Board of Public Works had recommended a $9.11 rate; the Ordinance Committee recommended a slightly lower $8.76 figure after debate about which services should be charged to the sewer enterprise rather than the general fund.
Several councilors stressed the trade-offs: increasing a sewer rate shifts costs directly to sewer users, while keeping general tax support means the broader tax base covers the expense. “One of the differences is purely in terms of what we perceive when it comes out of the general fund,” Councilor Panic said. “We can predict [rates] if the enterprise fund is fully funded, rather than scramble at the last minute.”
On final passage the clerk recorded the roll call and the measure passed with 10 votes in favor and two opposed. Some councilors called for careful budget review in the coming weeks to avoid compounding burdens on residents already facing rising housing costs.
The council’s adoption of $8.76 is a first-reading/ordinance action; implementation and billing schedules will be set by city finance staff and reflected in upcoming utility notices and the municipal budget.
