Council conducts first reading of 2024-25 budget amendment, flags SRO grant shortfall

Lancaster staff presented the first reading of Ordinance 24-25 to amend the FY2024-25 operating budget, and the council moved the measure forward for subsequent consideration.
Finance staff explained the amendment includes an advance transfer from the general fund to the solid waste fund to purchase equipment, an addition of CIP funding for IT equipment and wastewater-plant items, and corrections for omitted kiosk maintenance fees. Notably, staff reported that a previously anticipated grant for school resource officers (SROs) did not include funding for three SRO positions and three vehicles; as a result, the budget reflects a $45,674 reduction and the removal of those positions from the current package. Staff said the police department is reviewing insurance proceeds from totaled vehicles and may propose using proceeds to purchase at least one replacement vehicle before second reading.
The council approved first reading by roll call and directed staff to finalize adjustments before the second reading. Staff also reminded the council that the budget is a working document and that mid-year adjustments are routine.
