Lancaster honors retiring lieutenant, civilians who aided arrest and promotes six officers

Lancaster City Council adopted Resolution 24-31 to recognize Lieutenant Todd Duncan for more than 22 years of service and to present his dress helmet and uniform as a token of appreciation.
Mayor Deini introduced the resolution and the council approved it by roll call (Council Members Harris, Hood, Marsh and Mayor Deini voted yes). Lieutenant Todd Duncan addressed the chamber, thanking the city and saying, "I've just got one well two things to say... I appreciate everything the city has done my 22 and a half years... it's actually been a joy coming to work each day."
Later the council formally recognized Justin Alton and Chris Hunter for assisting Patrol Corporal Ste during an attempted shoplifting arrest at a local store. City staff recounted that both citizens helped restrain the suspect and limited additional injury to the officer. The mayor presented formal thanks and commendations to the two residents.
The police department also held a promotion and pinning ceremony that evening. The council recognized six promoted employees; the meeting record named Sergeant Jordan Brown and Detective Sergeant (both absent), Corporal Eugene (absent), and in-person promotions including Sergeant Adriana Massie, Sergeant Willis and Patrol officer Justin Tucker, among others. Captain Bolan led the recognition remarks and congratulated the officers on their service.
Council and staff framed the recognitions as routine personnel actions and expressions of community gratitude; no policy decisions were attached to the presentations.
