Ansonia schedules public hearing on WPCA rate changes as WPCA sale closing set for Dec. 2

City officials told the Board of Aldermen that the pending transfer of the Water Pollution Control Authority (WPCA) to a private buyer includes a schedule for rate-setting and built-in mitigation, staff said.
John Marini said a public hearing is scheduled for Nov. 20 for the Board to act on the WPCA rates originally anticipated prior to the sale; the closing on the transfer is currently scheduled for Dec. 2. He said the sale plan includes a $7 million rate-mitigation fund that would be applied to customer bills to hold down effective rates for a period of up to 10 years.
"The idea is to stabilize the rates as much as possible within that 10-year period," Marini said, describing the mitigation fund as a means to offset the published rates in the public notice. Staff said the city would retain discretion in applying the mitigation funds and that next steps at the Nov. 20 meeting will include setting up an advisory board to weigh in on rates and service after the sale.
No final rate decision was made at Tuesday’s meeting; the hearing on Nov. 20 will allow public comment and a Board vote prior to the planned closing.
