Council unanimously adopts 10-year telecommunications franchise with Mloud Communications

The Mount Lake Terrace City Council voted unanimously June 4 to adopt an ordinance authorizing a 10-year telecommunications franchise agreement with Mloud Communications. Public Works Director Gary Shimick described the agreement as a second review and said Mloud would still need project-specific permits for any construction.
Council opened and closed the public hearing; no members of the public signed up to speak. Councilmember Murray moved to close the hearing and later moved to adopt the ordinance; the motion received a second and carried unanimously.
Shimick emphasized that the franchise grants general permission for use of city rights-of-way for Mloud’s infrastructure under the terms of the agreement but does not replace required building or excavation permits for individual projects. Council members asked no substantive questions during the hearing.
The vote authorizes the city to enter into the franchise for a 10-year term and directs staff to enforce permitting and project rules for any new construction.
