Plan Commission recommends Bank First land donation to enable pedestrian bridge and park expansion

The Waupaca Plan Commission on June 3 recommended that the City Council approve a certified survey map (CSM) that formalizes Bank First's donation of land at 111 and 105 Jefferson Street to make way for a pedestrian bridge and an expansion of Hidden Park.
Commissioner Justin Barren briefed the commission on the CSM, saying the application (listed in staff materials as submitted by Brandon Herbert of Strand) ties together several cleanups and conveyances needed for the Pedbridge project. "This is just east of where we're at right now," Barren said while walking the commission through the map and site corrections. He described corrections to a Cooper Street right-of-way parcel and a notch of private property that previously extended into the roadway, and said the CSM "is basically this trigger initiation to start with this land dedication to the city and a few of the other cleanups." Staff noted rezoning to parks or resource conservation would follow the survey map as a final step.
A Bank First representative told the commission the bank has supported the project and planned donation since early stages. "We certainly love to strengthen the communities we are within and that we serve," the representative said, adding the bank had provided a letter of support that boosted the city's application for Transportation Alternatives Program (TAP) funding.
Staff told the commission the existing Bank First sign bordering Jefferson Street will remain on the bank's property with required setbacks, and that no public hearing is required for the right-of-way dedication because the parcel adjustments formalize city-owned roadway rather than transfer property between private parties.
A motion to recommend the CSM to the City Council was moved, seconded and carried. Staff said the item is expected to appear on the City Council agenda on June 16 for final action.
The Plan Commission's recommendation advances the Pedbridge project by formalizing city ownership of the land needed for a future pedestrian span and park expansion; rezoning and council approval remain required before construction can proceed.
