The East Hampton Planning Board reviewed the Environmental Assessment Form (EAF) for a Land & Marina dock‑extension application and voted on Aug. 27, 2025, to adopt a SEQRA negative declaration.
Brian Frank of the planning department summarized the application: the proposal would add a 120‑foot dock extension and 25 new slips (raising total slips to 49 from 24), construct a two‑story, 960‑square‑foot ground‑floor bathroom with an office above, install a walk‑in freezer and dumpster enclosure, expand parking and upgrade the sanitary system. Frank said the planning department grouped potential impacts in the EAF around plan compatibility, intensification of land use, and potential impacts to water quality and recommended a negative declaration after reviewing the materials and review memos from the harbor master and town attorney.
Board members raised navigation and water‑quality questions. One member said the cove has limited tidal flushing and is subject to administrative shellfish closures, asking how additional slips would not affect navigation or water quality. Frank and staff pointed to harbor‑master memos (most recently from Tim Treadwell) and noted no adverse impacts were identified in the department’s review.
The board moved to adopt a negative declaration on the EAF Part 2/3 and approved the motion; members emphasized that the negative declaration does not constitute site‑plan approval or the release of required leases for town bottomlands. Staff noted that a new underwater lease and a larger lease area will be required if site‑plan approval is granted.
Next steps: The project will proceed to required zoning and harbor permitting steps, and the planning department will finalize the EAF corrections and conditions noted during the meeting.
