The Natural Resources Commission voted to issue an order of conditions for a proposed pedestrian boardwalk sponsored by the Concord Land Conservation Trust after the applicant and staff resolved peer-review and monitoring questions.
Matthew Kasuma of the applicant’s design team told the commission that a GPI peer review agreed the boardwalk would not increase flood-elevation or floodway risk. The commission and staff discussed construction details for piles and supports; commissioners suggested adding a contractor detail requiring capture of steel shavings during pile drilling to prevent debris from entering the water.
Staff had proposed three-year monitoring for wetland replication and invasives removal, while the applicant’s plans and DP recommendations referenced two years for some items. The commission amended the order of conditions, adding special condition 61 that evening and editing condition 27 to require a two-year monitoring period for the wetland replication and confirming a two-year plant-survival requirement in condition 41. The order of conditions (findings A–C; special conditions 21–61 as amended) was approved by voice vote.
The commission asked staff to include a preconstruction requirement that the applicant submit a plan to capture drilling shavings and to coordinate the final schedule and monitoring language with Division of Natural Resources staff before the preconstruction site visit.
