State funding boost puts Clive on path to consider bringing crisis intervention team in‑house

Police Chief Rayberg reported that Iowa Primary Care indicated it intends to restore FY27 funding for the city’s Crisis Intervention Team (CIT) to $120,000 (up from an expected $90,000), with potential continuation through the contract term. Rayberg described this as an opportunity to reallocate administrative staffing—moving from three full‑time administrative staff to two—and to consider transitioning the CIT into a city‑run program.

The chief said the anticipated funding and internal savings create the possibility of hiring or embedding a mental‑health professional directly within city operations: "This gives us the opportunity to explore that and see what it looks like, and see what we can do and keep building this program," he told the council. Staff cautioned that one existing partner position (the mental health practitioner Sarah) may not be available after July 1 because of different funding sources.

Matt and the chief said they can prepare a formal proposal and a job description for the council’s consideration in June, including financial impact analysis and program details. Councilmembers asked to see the financial impacts and details of how the team would work across the police department, fire department and other city services; staff said they would return with a memo and a formal proposal.
