Committee notes WRF application accepted; environmental, planning and coastal reviews still required

Committee members reported that the district’s WRF application progressed to an acceptance milestone but emphasized that acceptance does not equal final approval.

A member asked, "what exactly does that mean consideration? So it has not been approved." Staff responded that the application has been accepted and will proceed through environmental determination (described in the meeting as a "squa" process), planning commission review, and potentially the coastal commission and board of supervisors depending on findings and mitigation needs. "It was not approved, but this was the first step in the hurdle which was a big one," a member said, characterizing the milestone as progress but not the final decision.

Members noted agencies involved could require additional information or mitigation. The committee framed the acceptance as an important procedural milestone and said remaining steps will involve continued negotiation on mitigation measures and final project terms.

The committee did not act on the WRF item at the finance meeting; members were informed and will track subsequent environmental review and planning hearings.
