Residents urge Powhatan Planning Commission to deny proposed motorsports park over noise, traffic and environmental concerns; hearing deferred to July 7

Dozens of residents told the Powhatan County Planning Commission on June 2 that a proposed motorsports/ATV park would be incompatible with the county’s rural character and would create unacceptable noise, traffic and environmental risks.

Public commenters asked the commission to deny the conditional use permit application, citing concerns about high-decibel noise that would carry long distances, dust and erosion near wetlands and the Appamatics river corridor, and the inability of a narrow private access road and an old wooden bridge to handle repeated visitor trailer traffic and emergency response. "I formally ask you to deny the conditional use permit," said Matt Escobar, a nearby resident.

Residents urged the commission to require more information from the applicants before any decision. Teresa Kelly said an applicant neighborhood meeting did not answer basic questions about business plans, environmental studies or noise testing; Matt Fischer provided a checklist of technical questions for staff and the applicants covering phasing, caps on attendees, enforcement, parking and the responsibilities for private-road maintenance. Chris Fischer said ownership percentages and the absence of a revenue forecast left neighbors unsure of who would benefit financially while they would shoulder potential property-value losses. "We're pretty sure that our property values are going to go down," he said.

Multiple speakers — including equestrian business owner Wanda Escobar — warned the park would undercut existing local businesses. "It will not be possible to have horses with all of that noise," Wanda Escobar said, describing her 31-year Saddlebrook Stables operation.

Speakers raised potential public-safety problems tied to the site's access: several commenters noted that the bridge on Rocky Ford Road is in disrepair and said the Powhatan Fire Department had previously declared it unsuitable for emergency response. Milton Weatherhead told the commission the bridge and narrow private road would hinder emergency services and deliveries if event traffic increased, a point several residents repeated.

Procedural outcome: staff told the commission the applicant requested a deferral and paid the re-advertising fee. A commissioner moved to defer the advertised public hearing A 26-01-REC-C to the July 7, 2026 meeting; the motion passed on roll-call, 5–0 (Commissioners Hall, Bolan, Winnol, Hughes and Hatcher voting aye). The commission did not act on the CUP at this meeting.

What happens next: the CUP hearing will be readvertised and re-scheduled for the July 7 Planning Commission meeting. The commission and staff will have the opportunity to receive additional materials or presentations from the applicant before the continued public hearing. The public comment period will reopen when the item is again on the agenda.
